Undergraduate degree with 5 to 8 years of experience; or, graduate degree with 3 to 5 years of experience
Consulting experience specifically with public sector clients in California
Business process analysis experience
PAL (Project Approval Lifecycle) experience
Excellent analytical and quantitative skills
Strong communication, writing, and organizational skills
A track record of producing high-quality work products on-time and within budget
Ability to be flexible and to learn quickly about different client programs
Ability to work independently and contribute as a member of the project team
The applicant must be proficient with Microsoft Office software (i.e., Microsoft Word and Excel)
Ability to work closely with project manager and other team members to drive project results
Solid project planning and management skills
Understands business process concepts and principles.

Additional Preferred Qualifications:
Masters degree (preferably in Business, Economics, Information Technology, or Public Administration)
Certified Business Analyst Professional (CBAP) Certification

1. Conduct research interviews prior to the elicitation of requirements to ensure all business needs are accounted for.
2. Elicits and documents requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and concisely
3. Decomposes high-level user requirements into functional requirements
4. Partners and leads requirements analysis and verification with business and technology partners to elicit, analyze and translate business requirements
5. Analyzes the business needs, defines detailed requirements, and validates potential solutions/approaches with the business community

Several Opportunities Exist


1) Eight (8) years’ experience performing business analyst functions including each of the following:

a) Assessment of analysis scope and tasks;

b) Planning business analysis tasks;

c) Elicitation, definitions and documentation of various business, user, and system requirements;

d) Writing functional design specifications;

e) Requirements traceability matrices;

f) Perform analysis for business process improvement, application design and workflow automation;

g) Modeling and documenting functional designs and process workflows;

h) Developing test scripts;

i) Transition plans and/or implementation requirements;

j) Managing/updating configuration;

k) Implementing best practice solutions;

l) Providing ongoing support as required; and

m) Leading and working within cross-functional teams that include business subject matter experts (SMEs), architects, developers, and testers.

2) Five (5) years’ experience following system development lifecycles (SDLCs) in order to identify, evaluate, and recommend business or technical requirements applied to the design and development of systems and networks.

3) Five (5) years’ experience with working directly with end users in a production support environment.

4) Five (5) years’ facilitating, collaborating, and negotiating with all levels of stakeholders, up to, and including executive level decision makers.

5) Three (3) years’ expertise with complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.

6) Three (3) years’ experience working independently and as part of a team, meeting deadlines and demonstrating problem-solving skills.

7) Two (2) years’ experience with process analysis; systems analysis; process architectures and systems analysis methodologies; and project management methodologies including both Waterfall and Agile.


8) Two (2) years’ experience using SQL or other query tools to perform analysis.

9) Three (3) years’ experience using requirements management industry best practices.

10) Three (3) years’ experience developing training plans and training end users of all levels.

11) Two (2) years’ experience refining solutions for requirements management methodology.

12) Two (2) years’ experience facilitating joint application design (JAD) and/or collaborative design sessions.

13) Two (2) years’ experience mentoring less experienced business analysts to develop their skills.

14) Two (2) years’ experience working with State of California government Information Technology (IT) offices.

15) IIBA Certified Business Analysis Professional (CBAP or CCBA). (Attach certificate.)
