Description
 Responsibilities:

  • Conducts data analysis, needs assessments, and cost/benefit analysis in order to align information technology solutions with business initiatives. 
  • Formulates and defines systems scope and objectives through research combined with an understanding of applicable business systems and industry requirements. 
  • May develop or modify information systems. Includes analysis of business and user needs, documenting requirements and revising existing systems. 
  • Considers the business implications of the application of technology to the current business environment. 
  • Operates under general direction. 
  • Assignments are very broad in nature and of the highest level of complexity. 
  • Able to impact beyond area of responsibility. 
  • May instruct, guide and oversee work of lower-level technical professionals. 
  • Consults and makes recommendations to management on significant issues.

    Qualifications
     Education/Requirements: 
  • Generally requires 8 to 12 years of directly related professional experience and possesses deep technical abilities in one or more primary products, programs or technologies.

  • Medical & Medicare experience.

Description

  • Responsible for the development, implementation, and maintenance of information systems (report writing and database management) associated with the collection, retrieval, accessibility, and usage of information for planning and decision-making. 
  • Maintains internal database files and tables, and develops custom reports to meet the requirements of department management and staff.
  • Works with department personnel to evaluate software and hardware needs and may design new or modify existing systems/databases to meet changing demands. 
  • Often works with other departments and their personnel to coordinate retrieval and reporting functions. 
  • May serve as department liaison to MIS/IT function. 
  • Proactively develops and maintains the report requirements for the user, including custom and standard reports that are anticipated to be needed. 
  • Provides business requirements for the system reports. 
  • Ensures the report requirements meet the needs of the business. 
  • Works with business (department) personnel to evaluate/trouble-shoot access, security and/or database issues. 
  • May supports AEO related projects focusing on report optimization, database management, and automation efforts. 
  • SME from the business perspective with the IT function, for example, to assess complex business needs for output, working to resolve failures and/or modifications. 
  • May submit SMS tickets on batches. 
  • May assess interface files and batches needed to run the interfaces. 
  • Addresses error logs and works with IT and the interface team to test changes.
  • Works with vendors to make system/application changes.

 
Qualifications
Education/Requirements: 

  • Bachelor’s degree or MBA Four (4) to seven (7) years' experience with BA, or equivalent combination; two (2) to five (5) years with MBA.
  • Experience working on large scale project reports.
  • Medical & Medicare experience.

Job summary
·         Looking for a Scrum Master/Project Manager to join the team and help to drive a variety of projects.
·         The scope of the team includes service and customer support teams, such as the Service Desk/Tech Support.
·         The scope of most of the projects will be related to enhancing Customer Service, whether it’s related to new technology we are developing or deploying, or other work streams to drive operational improvements.
·         Therefore, success on most of our projects is measured primarily by Net Promoter Score (NPS) – how likely our customers are to recommend our products or services to other – with the project activities basically designed to increase NPS.
·         Some of the projects leverage Agile Frameworks such as Scrum and Kanban, while some leverage traditional project management routines.
 
Duties
·         A normal day will include standard Scrum ceremonies, including a Daily Stand Up where you will be responsible for ensuring you understand the team’s priorities and road blocks.
·         Common situations that you will need to manage include incorrect story sizing/estimation, or simply completely overlooked requirements, leading to delays and excessive backlogged work, as well as folding in real-time feedback and defects that need to be prioritized and might impact the current Sprint.
·         You sit in a Shared Workspace, next to the largest Scrum team, while other project teams and stakeholders are either located here in Rocklin or San Francisco.
·         You will need to have a firm grasp of the work the teams are doing, both to support them in their day-to-day activities and provide visibility to stakeholders who are not involved in the regular ceremonies or project activities.
·         Every day you will communicate with other stakeholders including Product Owners, business users, and customers, to share the team’s progress, road blocks, and road map.
·         You are responsible for multiple projects running in parallel.
·         Many of the team members wear multiple hats and have deliverables across multiple projects and domains.
·         You will need to be able to grasp how all the projects are aligned strategically so the team’s progress can be spread across multiple work streams.
·         You will use Jira to manage the stories and sprints, and you will need to leverage your expertise in Agile and tools like Jira and influence how the team uses those tools to be the most effective.
·         Many of the team members are new to Agile so you will need to be their Agile coach and recommend new techniques and strategies to increase productivity.
·         You will find that there
·         are multiple opportunities to improve processes based on the lack of Agile experience or the dynamics of the teams.
·         You are empowered to drive changes to process and procedure that would help the team work more efficiently or adopt best practices and other industry standards.
·         Ultimately, every day is different, and will require you to be creative and action-oriented.                                        
 
Required Skills:
·         This Scrum Master/Project Manager role requires more than just experience in Agile.
·         We need someone who can help the team gain new skills related to Scrum and Project Management, for the team to be the most effective.
·         We don’t have many of the industry standards or best practices already in place, so rather than just walking us through the various ceremonies, we are really looking for someone to drive the team and the projects in the right direction.
•        Scrum – the most critical project has a Scrum team. The team is relatively new to Agile and Scrum, so your ability to help improve how we leverage Scrum is more important than simply taking us through the various ceremonies. The Scrum team focuses largely on developing various web and mobile apps.
•        Kanban – some members of the Scrum team use Kanban for their other work streams outside of the Web and Mobile app development. This includes work such as day-to-day operations and continuous improvement.
•        Jira – the Agile teams use Jira for all the stories, Scrum and Kanban boards, etc. You are responsible for adding all the stories to Jira. Our experience with Jira is limited, so we will need your help with ensuring we are using Jira as much and as effectively as possible. If we can use Jira in new and interesting ways, tell us!
•        Microsoft Project – not all teams leverage Agile Frameworks such as Scrum or Kanban, or sometimes we just need a project outline and Gantt chart served up in the most simple and familiar manner, so you will need to be able to leverage traditional tools such as Microsoft Project.
•        Excel – when the reports in Jira or Microsoft Project don’t meet the needs of our stakeholders, you might find yourself in Excel, analyzing data or compiling results.
•        Microsoft PowerPoint – like the Excel skillset, often you will need to leverage tools such as PowerPoint to create a status report or road map.
•        Microsoft Power BI – another tool you have access to present information to stakeholders is Power BI. In fact, we would love to get out of Excel and PowerPoint in favor of the much more dynamic and interactive visualizations in Power BI.
·         Web/App Development – while you certainly will not be writing any code, being familiar with the architecture of a web app/mobile app and the related development activities ensures you can be effective without having to burden the team for too much context and impacting their productivity.
·         Customer Experience/User Experience (CX/UX) – our strategy is based on CX/UX best practices, including how we prioritize our tasks and features. You will need to help ensure the team remains focused on the items that are most critical to the CX/UX. Competencies:
•        Resourcefulness - you will need to be able to react positively to challenging situations, seek understanding of situations to impact change, remain nimble and agile, and shifting self and resources as needed.
•        Accountability – you will need to personally focus on details and deadlines and monitor your own and the teams’ performance to ensure results is delivered.
